Understanding Public Sector and Government Management
As leadership, priorities, and stakeholders in the public sector constantly evolve, managing change is a critical factor for those in public service. To operate effectively, governments must be agile, responsive and proactive. Public service agencies consistently rely on Wharton to better prepare their teams for the fast-paced environment in which they work.
At Wharton, we believe that government leaders who incorporate the best of today’s business practices into their management of civic institutions can transform their cities, regions, and countries.

PROUDLY SERVING OUR PUBLIC SECTOR CLIENTS
- Broadening Shanghai’s Horizons
Every year, senior officials from the Shanghai Municipal Government visit Wharton for a three-week program on management and leadership. With participants representing some of the most promising government officials, the program broadens their global view as they learn international best practices in management and build the business knowledge and leadership capabilities to continue Shanghai’s rapid rise.
- Developing Customer-Focused City Leaders
One hundred city leaders from Mayor Michael A. Nutter’s administration attended a two-day leadership program delivered by Penn’s Fels Institute of Government, the Leadership Center at the Wharton School and Wharton Executive Education. “Government can and should learn from the things that the private sector does well,” said Mayor Nutter. “Sending the executive team to the leadership training seminar at Wharton underscores my commitment to bringing business practices such as customer service to the city.” Read this press release on Leadership Training for Philadelphia Government Leaders.
